Amends the NY State Consitution's Bill of Rights to include a right to clean air and water and a healthful environment.
Halts the build-out of any new fossil fuel infrastructure in New York. Requires changes in the state energy law to change the composition of the state energy board to include experts in environmental justice, energy planning, etc. RequireS that energy planning in the state be guided by a master plan to ensure the goals of the CLCPA are achieved.
Extends the time period from eighteen years to twenty-five years that a school shall be guaranteed recovery of energy performance contract costs from energy savings incurred by school districts over that time period.

Prohibits horizontal drilling and high-volume hydraulic fracturing.
Support for reform of renewable energy siting to accelerate the growth of renewable energy facilities necessary to meet New York’s climate action and renewable energy goals.
Requires public schools to offer plant-based food options in food service.
Provides an exemption for the sale of the first $35,000 for a battery, electric, or plug-in hybrid electric vehicle from state sales and compensating use taxes; authorizes local governments to elect such incentives.
Relates to the purchase of fuel economy, battery, electric and hybrid passenger vehicles by the office of general services.
